I can't read the article because my subscription has expired, but Phillips 66 is leaving and others will follow. They said they're leaving California because of concerns over the "the long term sustainability" of the refinery, which is saying they're leaving California because of the new law, without saying they're leaving California because of the new law. No doubt the costs of doing business in California are also influencing their decision.
