When you say this is “pretty common” do you mean for tournaments in general or have you seen this done in National or State Cup? I have seen it done in regular tournaments but never in State or National Cup since the purposes of each are very different. Regular tournaments purpose is to challenge teams and get experience. Yes it is also nice to win but this should not be the primary objective. So you do not want to play the same team twice and it makes sense to switch opponents sometimes.Winner of group G was supposed to play WC 3?
