I think the 'third' level is supposed to be the (optional) extension of 1-game red cards to multiple games.
But I agree with the sentiment: the current system of red-cards is too big a jump from the 'preceding' yellow-card.

I got all this figured out
Red Card 1- two yellows in one game or a really stupid foul. Player is removed and a new player comes in
Red Card 2- Dumb player is reckless and a danger to everyone and makes dangerous foul. Player is removed and team is punished with playing a player down. If dangerous player gets two Red Card 2's, that player is suspended forever and told to go play rugby

If it was Violent conduct it would have been 3+ game suspension
When Suarez bit Chiellini for example there was no VAR, so he got away with it in the game, but was later suspended for 9 matches and 4 months (included training)
Balogun was a normal call, that some may agree with it and some may disagree with, one match suspension is the automatic minimum
All the stupidity and arrogance in the 36-48 hours preceding the match did nothing but firing up the usually easy going Belgium team + attracted hate from all over the world against a likable and talented team + confused and made uncomfortable our players
Not saying that the USMNT would have won, but would have been a very different game

You don't need to shake your head. We all know the "rules", like if you have a name that rhymes with "Kwanza" and could potentially play Argentina in a semi-final, that's an automatic upgrade to a two-game ban.
We were talking about a red card with no game ban(s) other than the current game. That doesn't exist currently.
And it shouldn't imo
In many cases, especially with 5 subs, a yellow serves a similar purpose as the player gets often subbed out
If an offense is bad enough to have the team play short, than the player should serve one game
The feeling I get is at the end of the day its entertainment. People tune in to watch Messi and Ronaldo why they get different treatment. Think Balogun got a deal was to keep the US viewers engaged. If FIFA is anything its greedy. But the levels of hypocrisy and grandstanding are off the charts. Think that is another reason soccer doesn't resonate so much in the US. When people throw themselves to the ground and grab their heads like they have been shot for the smallest foul the get up and are fine doesn't help the game here. Sure we see it in the NBA but we also have a negative view of that player for flopping.

I will just point out that this started out as a USMNT World Cup thread and has devolved in part to an officiating discussion. Unfortunately, the reffing has been a distraction from very entertaining games. It's been an amazing display of world class strikers. Haaland, Mbappe, Kane and Messi have been nothing short of extraodinary, yet the officiating has taken up a large part of the conversation.
IMO I think soccer officiating has jumped the shark. Defenders now have to play with their arms behind their back and if you talk to with your hand over your mouth with an opponent its considered racist and punished with a red card. WTF. It's moved so far away from the Spirit in the Game to technicalities and I don't think its coming back.

I would agree with this, except that the beneficiary of the extra game ban is a team that has no reason to benefit from it. This is truer in youngers games where teams often have one player that dominates. He/she gets a red and the next team in their bracket basically gets a win by default for free - for doing nothing

While it seems you think that there is something nefarious going on with Argentina, these are the current FIFA World Rankings:
1. France
2. Argentina
3. Spain
4. England
To put it in context, BEFORE the World Cup these were the rankings:
1. Argentina
2. Spain
3. France
4. England
The top 4 teams in the world are in the Semifinals. It is not a stretch to assume most would have guessed that. While I would say most teams have not looked sharp outside of France, to say Argentina is getting an unfair advantage is crazy. One foul in the first game on Messi? Sure, but there's tons of "one foul" that have not been called, reversed, etc.
Nefarious? No. As the ai guesses just show it’s moneyball. Most of then got the scores right…they all missed Argentina v Switzerland
My complaint against Argentina is sure there’s a lot of errors in officiating happening (interestingly var which was suppose to stop stuff like the hand of god is not working 100%…hence the frustration with var…”we were told var would fix this stuff and it would be better if we added these pauses but it’s still happening”). My complaint though with Messi is that all errors and overlooks and 50% break his way…never the other way.

Over the course of his ENTIRE career, not just one World Cup he has averaged about 2X fouls for v. against than the average palyer. Some say this is him getting all the breaks, many experts would conclude its because he is the best dribbler/player of all time. The former are typically are Ronaldo fans.
