My concern with E&V is that their lack of knowledge & expertise on Fed spending may end up shining the light in the wrong places, hopefully I'm wrong. They also can't actually do anything as they are purposely not a "department" which would require vetting and conflict of interest statements etc. So they need Congress to act.
