I always take these rankings with a grain of salt; however, one thing the top countries in this ranking have in common is they all have very strict immigration policies. This ranking puts a lot of weight into the quality and quantity of public services which you can't achieve with liberal immigration policies like we've seen in the US. You can't have both open immigration and quality public services. You have to pick one.
