San Fran does something similar. They wont fund travel or do biz with companies based out of certain states. There was an article recently that talked about by doing so, they end up paying more for certain things they need to purchase.

Ask him if he knows the images and actual content in those books as well. Funny thing is the press never publishes the actual images. If they did the vast majority of the country would instantly agree those are not appropriate in schools.
