T can't "promote" anyone yet, or ever. Promotions to 4-star rank must be nominated by the President and confirmed by a majority vote of the Senate. Other promotions of officers require Senate approval from an official promotion list prepared by the appropriate Service. Nominations for many civilian positions in the DOD, including Under Secretary of the Air Force, require the same nomination and confirmation process as for Cabinet officers.
