Sincere question...the implication is that USAID has unilateral control over how it funds projects. Are we sure none of these projects weren't buried in any pork bills approved by Congress?
If USAID has unilateral control, how does that work? I assume that an organization submits a grant/aid request to USAID? Does that request go to a committee for approval? If so, who is on that committee? Doesn't sound like its a bipartisan committee?
No surprise, but it seems that their is no oversight of our governmental agencies. Isn't that Congress's responsibility?
