NO and NO.

One of my joyful citizenship duties occurred the first time I was called for Federal Court jury duty. That case was a short one -- one day checking in in the morning, jury selection in the afternoon, next morning the Feds presenting their case (picked up on SR 94 in east SD County a few days before), followed by the Public Defender defense (he hadn't been properly deported the last time -- the paperwork was incomplete). We, the jury, sat in discussion and had him convicted by lunchtime.

Arrest, trial, and conviction. I don't know what the sentence was since the jury was excused before the judge made his decision.

But Congress may by a vote of two-thirds of each House, remove such disability.
