There aren't different tariffs, there are % on everything with specific exceptions, i.e. it is not surgical, its stupid. Take the extreme example, Lesotho, which has the highest % tariff rate. Why? Its as piss poor of a country as you are going to find, it has a life expectancy of like 45 years (or something).
