Understood, but so busy they couldn't submit grades? We were not expecting her HS counselor to do any heavy lifting, but simple communications from the counselor to all students like "you need to apply by X date for Early Action", or "you need to sign up for next SAT by ..." would have been nice.
Too busy to do something is an excuse that drives me up the wall. Busy is all relative and HS teacher or counselor busy is not 80-100 hours a week busy like many in private industry. They have plenty of time in the summer not to be busy.
