The reason ICE is in force in MN is because the state refuses to release criminal illegal aliens to the Feds. In TX they work with the Feds, so you do not see what you do in MN. If MN just released criminals to the Feds you would not see what is going on now.

Another point that escaped you and your meme is that TX is on the border with Mexico...which means......
