One thing that can be implemented is AI sensors that detect driving patterns that indicate impairment and alert police.

The problem with DUI is that you are a danger to everyone you might interact with, on the road and on the pavement. It's the rights of the many that are being impacted, and you are driving, so your vehicle is a literal weapon. Done it dozens of times, my brother.Drive up to Gilroy in NorCal. The "Garlic Capital" and get it fresh from the farms. The smell is so strong up there that you can be driving thru the
town on Hwy 101 with your windows down and you can smell it.
