One thing that can be implemented is AI sensors that detect driving patterns that indicate impairment and alert police.
On some golf courses when the carts GPS detects you have driven too close to the green or other sensitive areas the cart shuts down. You have to slowly back out at limited power. I wouldn't be in favor of breathalizer for everyone, but 100% for those convicted. The libertarian in me thinks for everyone is excessive.
