Yep.. been a lot of that going on.
Cali leads the country in people moving out of the state. A recent study by PODS showed that seven of the top twenty cities people are moving out of are in California, with Los Angeles and the San Francisco Bay area leading the list. U-Haul data also indicates that for five consecutive years, more people have been using their trucks to leave California than to move in.

T says that Russia and China and Canada and Mexico (et cetera, ad infinitum, turtles all the way down) will pay the tariffs, so we won't have to worry about the money.
