I'd hesitate to read too many negative interpretations into it. There's never an optimal answer - there's always going to be a conflict for someone. Scheduling and running these things is a thankless job. Fixture contention is as real in youth soccer as it is in the pros. And to the point above, the World Cup threw everything for a loop.
Last year, Surf Cup was in direct conflict with the ECNL finals (final 8), and I wouldn't go as far to say Surf doesn't care about their ECNL teams, at least a few of those likely had that conflict. And for years past, while it wasn't a direct conflict, it was almost always the week right after ECNL finals, and Surf Cup was always a "decompression" period for any team that had been battling it out for an ECNL title. The year Surf 2009 ECNL last won the title, I don't think many of their starters even played in Surf Cup the next week (easier to do when you have a roster well over 20).
