Have some experience here. Daughter had 10X as much interest in the portal than club recruiting. Some of her teammates have transferred. Running at a 90% success rate in the portal.
Most people now realize the Portal is becoming as important as youth recruiting. Colleges want players with a year or more experience playing college soccer.
Have your player use college game video and practice video to create a new recruiting video. Short sided or full team scrimmages from practice are great for this. Make a strong 3 minute video. Coaches will ask for it. Yes, they have access to full games, but many players might not have enough full game minutes, plus coaches are looking at 100's of players and don't always have the time to check out every player and every game.
Starting D1 players are wanted by 90% of other D1 teams. If you are top 5 on your D2 team you will be coveted by D1 teams. Bench players from top 40 program D1 teams will be wanted by other D1 programs. On the bench at D1 and want to play, consider D2 as well. Colleges will take you in a heartbeat and the game is just as good as D1 soccer (I've watched a number of D1 vs D2 games). Coaches want players with experience that have been through a year of team practice, travel, weights, and already made the transition from High School to college.
Understand transferring doesn't guarantee playing time at the new school. Still need to work their butt off. If your player isn't happy with their situation (this could be soccer or could be the college of choice) then make the change.
