Out of curiosity where do you believe the LOTG have this "safe harbor" guidance for shoulder to shoulder contact? I know the ATR had a "fair charge" concept but the ATR is no longer relevant, accurate or authoritative. The ATR was retired years ago.
There's no longer any good type of ATR now, refs should be studying up as much as possible to keep up with laws. Safe harbor is now more within the definition of careless and reckless, and a referee's ability to adjust with age and level.
TBH, I probably would have called for a foul on the shown video, but razzing Crush should be a must here. I've called many shoulder-to-shoulder fouls to the dismay of the kid thinking there was some safe harbor with it, and not even close to playing the ball. Many kids think shoulder to anything is legal, so are dismayed when I point out they can't use their should to the other kids back...
