This is basically MLS Next X2 which launched in Norcal this year. It's one level below MLS Next and is to compete with ECNL-RL.

Well it’s just as surprising as oaks fc (which didn’t even have ea only ea 2 before this) jumping over SoCal elite (which has had quite a bit of success with some teams). It also can’t be just facilities…one of the problems with conejo valley teams getting letter league traction has been facilities…ayso controls the big field up there…and the y’s turf field is small and other clubs use it.La Youth = Juventus Academy LA (operates on the west of LA)
No idea what MLS is doing on this one, its a club that only has younger teams in CSL. My guess is MLS is making them change their name ie Liverpool = So Cal Reds now
