This is basically MLS Next X2 which launched in Norcal this year. It's one level below MLS Next and is to compete with ECNL-RL.
Socal elite frozen out but Laguna in? Also Albion Bakersfield.
100%. Do the teams have to drive to Bakersfield for away games?

From what I can tell, Sporting's boys NPL teams are pretty solid and one of their directors in a former MLS player, so it makes sense?
Sporint SD 09 is very solid, ECNL level.
Is MLS next 2 above EA? Will EA go away?

From City SC website. EA2 teams are mostly fielded out of their San Marcos affiliate.
Some Surf teams are also locked out

La Youth = Juventus Academy LA (operates on the west of LA)
No idea what MLS is doing on this one, its a club that only has younger teams in CSL. My guess is MLS is making them change their name ie Liverpool = So Cal Reds now

Well it’s just as surprising as oaks fc (which didn’t even have ea only ea 2 before this) jumping over SoCal elite (which has had quite a bit of success with some teams). It also can’t be just facilities…one of the problems with conejo valley teams getting letter league traction has been facilities…ayso controls the big field up there…and the y’s turf field is small and other clubs use it.

LA Bulls have the 2 worst fields in West LA, Daniel Webster Middle which they did MLS Next tryouts on, on a Friday Night under portable light on a grass field that is horrible and they also have Paul Revere Middle School which is 10x worse than Webster. They have 0 facilities in west LA now that Pacific Palisades turf field is closed indefinitely...
Juventus operates out of field Stoner Park which is on par with Webster and Paul Revere. They have no state cup championships at the CSL level. They have 8 boys teams 2013 and older that went 33-41-15 in COAST SOCCER LEAGUE.
Autobahn SC and Albion Santa Monica have the best fields in West LA and its not even close. AYSO United also sneaks their LA teams on to the fields on Santa Monica.
OAKS FC is also a horrible choice, they play in the DPL and struggle with game rosters and they don't have good fields either.
