Assuming the Players Union gets out of the way and agrees, then you would have US Soccer adopting Article 20/21 rules that would apply to those clubs that subsidize training fees to be compensated. The typical Rec program would have a very tough argument. But I suppose many low level club/travel programs could convince the Federation that they were Category 4 programs, provided they were not charging the player/parents for training.If they are going to be a "selling league" with development fees going to MLS DA programs, stand by for a flurry of lawsuits from every club or rec program that developed that player before they went to DA.
