These are public funds. There should be 100% transparency, 100% of the time.The only reason a state would do this is because they know there is fraud.
You do not hide info if there isn't anything to hide.
Same reason Dem states do not want to provide SNAP recipient info to the Feds so they can look at who is getting what. If the SNAP programs in those states are on the up and up, there is no reason to not provide that info to the Feds (who provide a lot of that money and have a duty to provide oversight).
