I sure hope the spectators/parents learn from the training. It would make working the youth games more enjoyable.
 
Meh... it gives bad referees with fragile egos and on serious power trips the power to do whatever they want under the "zero tolerance" defense.

The shortage of referees is responsible for subpar referees having a job. The goal of the referee abuse prevention program is to retain more referees. Once there is some competition for referee spots, the overall quality of the referees will increase.
 
We already have a situation where more than half of cards issued are for some combination of language and dissent.

What impression does that leave? That the referee cares more about dissent than he cares about player safety.

This is not a problem you can solve by issuing even more cards for dissent.
