Is there a club that promotes within? Name clubs that do!

There are talented players on some "B" teams. My daughter was a "B" team player at her first club. The "A" team coach didn't see her value even though she was better than any of his players. So we moved her to another club that had a coach that could see the diamond in the rough. Best thing that we ever did.

Find a coach that sees the potential in your player. Then make sure that your player is improving every day. If she does she will be better than those "A" team players that didn't push themselves because they already had "it." Having "it" at 10 isn't having "it" at 14 which isn't having "it" at 18.

We had a player very much like your daughter. She came from our third team last year. A great find and a diamond in the rough. She has become an impact player for the team.
 
I would say a club's style of play is a big determining factor on whether they can rely more on recruiting vs. developing and promoting from within. With certain styles of play, it's easier to just plug in the newest big, fast athlete and have immediate success. Other styles of play require a more specific skill set that is harder to find outside the club and needs to be developed over time.
