Las Vegas only allows tryout over a 2 week period where all clubs host tryout I think it's beginning of June.

Club volleyball players/clubs are subject to a tryout/commitment timeline here in So Cal. Southern California Volleyball Association (SCVA) is the volleyball equivalent to CalSouth and they instituted regulations on youth player tryout and commitment dates back in 2007.

Is Cal-South even aware of how things are done? Do they care?

Cal South attempted long ago to regulate the earliest try-out schedules, triggered by the end of State Cup for a given age. It was unenforcible.
