And now that it has, those regulations are obsolete and CC manufacturers continuosly lobby congre$$ to make sure CCʻs are required for all cars because that industry has a profit motive. California has more stringent regs because it has a much larger population, more cars, etc., etc. One would think that these and other points need not be explained to you smart people.

As I say, we here in CA have the financial and political clout to be more stringent in our protections than a guy who is from an oil-based economy state (Pruitt from OK), who doesn’t believe that emissions contribute to climate change. You can dress it up all you want about accountability and democracy, but it’s really that simple. Pruitt is the bureaucracy and you’re on his side.
