I have a 2005 DD that made a flight 2 team, we currently have 9 players. The coach said he would be taking 6 players from his last year's flight 3. He said these girl would definitely start on our team.

What is this coach really saying by doing this?

Could he be trying to reassure you that these girls coming to the team will reinforce the squad and is quantifying their worth by saying they're starting material?

Sounds like he is trying to reassure the parents that (1) they will have enough players, and (2) that the players are high quality players that will be major contributors to the team. Probably trying to keep the parents from verbally committing and then continuing to looking elsewhere. At least that is my guess.
