Teams missing players?

How often are other teams seeing games with missing players. So far this season 3 of our games the other team has played short. 5-v-7. Its not fun as a parent to drive 50 miles to watch a totally lopsided game. Pulling players does not really help either. When you get to 5v4 there is not even really anyone to pass to.

I have run into it and the refs told us the team couldn't play short. I argued like crazy and they would not have it. Luckily, some kids I am not sure on the were on the team put a couple uniforms on and we played.
 
This was 09 boys, both teams had 10 rostered players, and only 5 show up to the game. So far this season we have only had 1 player miss 1 day because he was sick. Every other player has been to every game. This is for SCDSL flight 3 games.
