Is Liverpool SoCal playing in GA?

Looking only at the game histories for the Liverpool DPL teams, they started using those names as early as 5/22. No idea if there are earlier games that aren't recorded, or if that is a reasonable guesstimate to when they started playing DPL.
 
Being at the top of every age group in the South division of the Southwest made for an easy case to be promoted.
Liverpool (which was Galaxy at the time) had a DPL team. TW/LAG screwed every member of that team by not being transparent.
 
How long is the process before being promoted to GA? Does any one know?
If you watch there's no specific list of items that clubs both GA and ECNL need to fulfill before being let in.

- In general wins are the best way to get in
- Sometimes location, right place right time.
- Competitive in multiple age groups
- Coaches and DOCs that are respected and show results
- Club owners are reasonably good business people
- A large rec program (to pull talent from)
- Consistent and quality fields for practice and hosting league games
- Are clubs good with both boys and girls

Many of the people involved with youth soccer at the highest levels have known each other directly or indirectly for 20-30+ years. They know who they can work with and who they can't.
