Discovery Division Question

How does a team become eligible for the Discovery Division in SCDSL? Are there qualifications or is it based on a DOC recommendation? Curious, as my dd is an 05 and I believe this year is the first where they can play in this division. The team played Tier 1 last season and did alright - we were middle of the pack. I'm wondering if they only accept the top 3 or so, similar to CSL and the Premier bracket.
 
My understanding is not enough 05 teams applied for Discovery last season. This was probably due to the top 05 teams going to DA last season.
 
There was talk of adding as low as 06’ age group this year. All depended how how many applicants. Far as how to get in It’s an application process and acceptance Needed. Would prolly be top 2-3 u less you made a deep playoff run.
