It's still based on promotion. I was just pointing out that there are, for example, three Gold teams from last year that disappeared (Two TFA teams and one FCGS) because the teams became their club's Development Academy entries at U12. That opened up new spots, which in turn opened up more Silver Elite slots, etc. Plus, at the Bronze level, there are still lots of new teams forming, such as all of the new AYSO United teams in their various locations.
