There are 32 teams signed up for Presidents. Every SCDSL Flight 1, CSL Silver & SDDA Flight 1 are required to play Presidents. After some quick research I was able to discover that only 1 team elected on their own to play at the highest level. Laguna United Blue - SCDSL Flight 2 (6-3-4) Fall record. Ranked #66 in CAS by youthsoccerrankings.us.

Not sure how that relates to my point but FRAM Nunez is a Bronze team that went 14-0 with 99 goals for and 2 against. I like their chances to go deep in Governors but unclear on why they wouldn't step up seeing as they didn't have much of a challenge during a League play.
 
Galaxy SB Elite II played Flight 1 and are playing in Govenors...so at least one team opted to move down.

FC Premier also. Both teams struggled this year in Flight 1 and Governors is the appropriate bracket for them.

I read on the site that you can appeal to play in Governors as a top-flight team if the team's record/results were below a certain level.
 
Nunez did great in league and has a chance to do well at State Cup. They aren't the only Bronze level team playing governors that went undefeated in league.

That being said there are plenty of teams in Presidents that spent last summer dodging the difficult tournaments and exclusively attending tournaments where they couldn't loose.

My new favorite website is youthsoccerrankings.us. I'm not sure what that says about me; obsessively checking a site to see where my 10 year old daughters soccer team ranks. It's pretty ridiculous. Anyways...I decided to add each team's rankings in Cal South as of 12/16/2016 to Technician72's format. The ranking is in parentheses.

Obviously these rankings will change as there are tournaments left before State Cup.

By average ranking Groups E and F should be the most competitive.
 
There are some pretty big outliers in certain groups, which pull the averages down for those groups. Since most likely 2 teams will advance from each group, another way to think about group difficulty would be to look at how many teams in the group are in the top 20 and will likely be fighting for the 2 spots. The caveat with this is that on any given day, maybe a lower ranked team could be competitive, or perhaps teams add players going into State Cup. By this measure, E and F are still tough groups, but D and B also look to be difficult.

My initial impression was exactly in line with the numbers Beep posted. Also likely wildcards, not top two advancing.
 
You could be right, but it seems to make sense that 32 go to 16 in a pretty straight forward manner with top 2 advancing.
 
Seedings make perfect sense when you look at it. With this much parity across the age group, this State Cup proves to be anyone's tournament. I am personally hoping for a Galaxy-Surf final but everyone has a tough road to the final.
