Newsome is captive to the teacher unions. The teachers unions are scared of COVID's impact on their member teachers. Teacher's unions don't want youth sports becuase it begets the question of why can youth sports operate safely when school are closed, which puts pressure on teachers to go back to work.
Problem is that teachers fears of COVID at school are irrational fear. Data from Europe says schools and classrooms can be operated safely in a COVID environment - see below:
