Good organization and management that is reliable in helping securing field space, league, tournament or organizational acceptance.
Location, past achievement's/ predgree, affordable can also be factors as well as college placement help or coordination, all depends what you're looking for?

Generally speaking, there always are exceptions, consider the following:
Under U12: skill focused coaching and a coach that handle younger kids well.
U12 to U14: Club that has multiple training curriculum, such as fitness training as well as Futsal and other activities in addition to the basic team training. Also the coach should be teaching basic tactics with and without the ball - the way to think about the game.
At U15+: if the player is good and loves the sport (in other words, consistently in the top 1/3 to 1/2 of the team and on the upper tier team currently), then a club with national recognition, proven college program and history of placing teams onto the top tournaments for player exposure (e.g., Surf Cup, Dallas Cup, Disney, and so on...)
If not, then focus should be keeping the sport fun. Focus needs to be keeping the player playing and enjoying the game. Again, its not meant to exclude bottom 1/2 of the team but generally speaking many players lose interest at these ages and quit. Even if the player is not in the top half of the team, if committed and wants to pursue, then by all means, treat it as if the player is in the top half. He/she just have to make the team.
On top of above, you need to consider league availability and qualifications - DA, ECNL, NPL. If these platforms are of interest, then it makes the club pool much smaller. If not, then pick what makes sense to you.
