Refs and Scrimmage Games

I have watch quite a few scrimmages locally , question is .....How are refs being able to partake in a game, get paid and not assume any responsibility . Aren't they part of a union and if so are they reffing a game illegally. I watch a scrimmage (from afar) game got broken up by school janitor and they went straight to ref, some words were spoken and ref left immediately , not speaking to parents, Im curious if he gets fined.

Then maybe we can scrimmage, I don't think there was direct verbiage say you cannot scrimmage, its just the permits that are almost impossible to obtain.
 
Single ref maybe are none at all so not giving the appearance.

Coach's will say they will call it but sometimes things can get messy and some players get a bit out of control. Taking players off that can't stay cool and maintain themselves is normally the correct course before things escalate.

When you say assume responsibility, do you mean for not following Covid guidance, or for the possibility that Covid may be spread at the event? I would hope that they couldn't be held responsible, or liable, for either.
 
Arent ref's governed by a union that prevents them from doing this ,(USYS) or are they independent contractors. If they are part of a union , wouldn't that organization be responsible similar to how coaches cannot be present at scrimmages , making their club liable if someone gets sicks or blames them for getting sick.
Im all for scrimmages , god know the kids need it , but I was just curious how we cannot have scrimmages as a team but we can hire refs?
If theres a loop hole like having a ref is ok and the city will think you have the permits then Im all for the extra money to hire them.......
 
Pay them in cash, do not wear a referee uniform (wear a random jersey) and say that you are a parent. I am sure they can get into some big trouble with their association they pertain too.

A few months ago - some people (possibly me included) thought it was BS that teams were holding these scrimmages. I would never snitch on someone, but I didn't think it was right to be playing.
Now - I'm totally fine with it.
I'd actually like to create an app to identify open fields to let teams get out and play. Sucks to show up to your "secret" field to find there is already a team playing and 2 more waiting to play after the finish.

Reminds me of pick up basketball court in the old days out in Covina. Sometimes I would show up and their would be two teams of 5 waiting for "next." The good in all this is the kids are now playing for free in a park for pick up soccer. I know refs who need extra cash.
 
I was at some scrimmages a few weeks back.

Many teams playing, basically a small tournament. Single refs at all of the games.

Everyone was suited up, included the refs. I don't know about them getting paid, but there were plenty out there that day. I think it was actually a weekend of play.
 
We had to pay $10 a player per game for two games.

Refs were probably there in part to justify that fee.

Also, as I think someone above mentioned, it's too much for a coach to do and perhaps to make it "fair".
 
and the question of the day......why do you need a ref for a scrimmage game???
Excellent Q. I was thinking the same thing and you beat me to it. However, girls need help and so do the refs so I say pay them to help the girls with at least offsides. If not, my girl will be scoring left and right.

I don't think they are part of a union. Secondly many of these fields are on tribal land thus why the fields are open. Third, every player, coach, and referee signs a waiver. Fourth, this is area 51, it may or may not exist. ;)

Referees are basically independent contractors. Referees belong to a referee association, but not a union.
