I believe the Trump administration is asking Canada for proof that they are implementing their Billion $ plan.The pop-ups are not new, I've encountered them multiple times over the years.
Mexico doesn't pay the tariffs, the US importers do. Trade disruption with the US (via tariffs) would severely impact Mexico's economy, which is their issue. That said, they had troop surges under Biden but that didn't seem to work very well. Hopefully, it will this time. Also, hopefully Trump will double down on his promise to stop the arms smuggling for the cartels from the US.
The amount of fentanyl coming from Canada is minimal. Mexico is the overwhelming main source. On the other hand, illegal crossings have been increasing substantially from Canada and that needs sorting.
I agree they are wins, but while neither country has really given much the speed of implementation/commitment is impressive.
I've been driving to AZ for years and this is the first pop-up border check that I've experienced heading East.
The US Customs collects the tariffs on behalf of the US Government so the importer is paying the price. If I'm a major exporter I'm doing everything I can to avoid that including speaking with my government on how to avoid it. Mexico relys heavily on the US as far as trade.
Hopefully the Mexican army can do their part.
