My understanding is there were not any judgements made on merit or past results. Simply, if you paid before the deadline then you were in the Premier League.Did CRL accept teams based on merit or were there only a handful of teams that applied? This is the age when many teams fold and many kids quit.
So are these teams a bad mix? They are all tier 1 teams.... Not just anyone that paid the fee.

A3 : California Rush 98 Nero
A4 : FC Golden State - 1998 East White
A5 : Legends FC Boys B98 FC
A6 : Oceanside Breakers -B98 Blk

A9 : United Futbol Club - B98 Gold
A10 : West Coast FC B98/99 Gould

especially at the older ages when some teams lose half their team to graduation or some other reason yet they are basically grandfathered in. A round robin for at least those that didn't finish 1-4.
