Scdsl rules- is this the latest?

Been a number of years since my kids played in the league but I quess the highlighted sections are things that are different or they want people to pay attention to

Sub rules have changed somewhat?

V. SUBSTITUTIONS Player Substitutions are according to FIFA with the exception that the number of substitutions for the following age groups will be as follows: 2008(b), 2008, 2007 and 2006 Unlimited substitutions 2005 and 2004 One re-entry per half, per player. Each half stands on its own 2003 and older No re-entry in the first half and one re-entry in the second half, per player.

Each half stands on its own. WHEN SUBSTITUTIONS CAN BE MADE: 2008(b), 2008, 2007 and 2006 Substitutions may take place at any stoppage of play. Updated 9/15/16 to match the substitution rules below for the 2005 and older as to when substitutions may take place. ALL BIRTH YEARS Substitutions may only take place during: • Own throw-in • Own player has an injury • Any goal kick • Any kick-off • Yellow cards optional for player receiving yellow card only. • If opposing team substitutes, you may substitute. NO SUBSTITUIONS ON • Free kick (direct or indirect),Corner kick • Penalty kick

For this coming year is this still accurate for 2004 age group?
Or is 2004 essentially following what 2003 did last year?
 
They have to comfuse the crap out of everyone with year specific rules. , like especially with the subs
