What "qualifies" a team for the Champions Division versus the others, or is there any difference?

Any surprises with the new age groups?

The DOCs/Competition Committee sit in a room and decide who they believe to be the top teams in the age bracket and put them in the Champions Division. The rest of Tier 1 is divided by geography.
