How do clubs determine "Pre-ECNL" status?

Currently nearing the inflection point of "Pre-ECNL" status (U10). Considering there are 10x U10 teams in this specific, 5 in the main business unit with 5 within its subsidiaries, with 3-4 of them being "Flight 1", how do major youth clubs determine which one of these teams will go off in succession as "Pre-ECNL"?
 
From what I have seen they will have a tryout to put a team together. My kid went to a pre-ECNL tryout for a big club... one with multiple locations. Coaches nominate players to attend the tryout. But even if you don't get nominated, anyone inside and outside of the club can attend the tryout.
 
It's just a marketing term.

Sometimes clubs call their teams that will eventually become an ECNL team "Pre ECNL".

More than anything it's a way to show off that XYZ club is associated with ECNL. This is like a dinner bell for parents that like to chase whatever they feel is competitive. What they don't understand is that clubs are also looking for the biggest, fastest players to recruit so even if your kid gets on a Pre ECNL team it's no guarantee they'll see the field once it becomes a real ECNL team. Being first in line means nothing if your kid can't deliver the goods when others can.
