The cifss.org site has lots of good info but I only see it for varsity teams. Anything anyone can recommend for us bottom feeders at the girls soccer JV and Soph-frosh level in regards to rankings, etc.?

Yes I recommend that you wait till your on Varsity. The information just does not exist for the lower levels and most head coaches only care about the varsity team.

Congrats to Los Al for winning the title, and huge props to Marina for making CIF playoffs (DII) for the first time in a looooooong while (ever?) Lots of ties this season; is this due to the fact that the OT/Golden Goal rule was removed?

As you can see below, each league establishes its own rules about using OT and KFTM. I've had three OT games this year with two going to KFTM. Both of the KFTM games involved Ocean View v Segerstrom and the home team won in each case. There are at least two Sunset League girls coaches I talked with this year that would have preferred to retain "Golden Goal" OT in their league.
