Half of the games in the U17 flight had a GD of 3 or more.
Is this an indication of the quality of the competition?

I can't speak for the U17 games. Didn't get to see many of them. For our U16 games we had 2 of the 5 go to 3-0 wins. But they were by no means easy. The teams we faced were legit. There were some real blowouts in the U15 bracket.
 
Playing in the u17 division and watching many of the games, majority of the games were even in the quality of play, but small mistakes led to chances and teams would finish. Most teams were very clinical
